The Former President's Progressive Alarm Misses Europe's Real Threat: Economic Decline.

The recent US security policy document presents a flawed view of the European Union. The document asserts that unrestrained immigration and so-called "progressive" agendas pose an grave threat to European civilization. Yet, this perspective is based on a fundamental misinterpretation of the reality. The true danger facing Europe is not cultural but technological and economic lag.

The Stark Economic Gap Between the US and Europe

The data paint a stark picture. Between 2008 and 2023, American economic output grew by 87%, while a mere thirteen and a half percent growth for the EU. During this period, European income per person dropped from over three-quarters to just half of the US level. Strikingly, even Mississippi now has a greater average income than major EU nations like France and Italy.

Currently, roughly 50% of the global top fifty tech companies are US-based, while only four are European.

The Innovation Shortfall: A Critical Problem

The growing disparity stems from stronger productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly US-centric. Over the past fifty years, 241 US firms have scaled into enterprises valued at more than $10bn, versus only fourteen in the European continent.

This disparity prompts a pressing issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, where does the EU stand? Experts widely concede it is essentially a two-horse race involving the US and China, with European nations entering at a clear handicap.

Root Causes of the Continent's Technological Lag

A number of major factors explain this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic system for financing new ventures. Europe has yet to establish a true capital markets union, which limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper European business. A American entrepreneur can launch a product under one regulatory framework to access a market of over 330 million. The European Union, despite a larger population, is divided among twenty-seven separate systems, creating significant market obstacles.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In parts of Europe, business failure was once met with penalties, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has weakened its ability in breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

In spite of these challenges, there are causes for optimism. Policymakers are increasingly aware of the severe threat and have begun to advance substantial change. Key analyses on EU competitiveness and the single market highlight the need for major changes.

With the right incentives and rule changes, Europe's strengths could support much higher levels of business-led breakthroughs.

Europe still possesses significant strengths: skilled human capital, top-tier schools and universities, and world-class research institutions. Coupled with a large internal market and high savings rates, these foundations could unleash a new wave of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in creating cutting-edge technologies, it can still dramatically increase productivity by adopting and adapting innovations from other regions.

A Critical Juncture

The European Union now faces a critical crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, the continent's slide in innovation has been steady. However, if it fails to take bold steps to address its structural weaknesses, today's slow erosion could give way to a rapid and permanent decline in world influence.
